Kozanizade Mehmet Arif Efendi His son İshak Efendi. He was a person who served as Mufti of Antep at the beginning of the 19th century. As can be understood from his nickname, he belonged to a family from Adana Kozan. Kozanlı Mosque in Gaziantep was built by him.

Kozanizade gives a special value to students who went abroad to study for science, perhaps because of his belonging to the ilmiye class; He wished to create a charity for them that would continue after him. As a matter of fact, he achieved this goal by establishing a foundation in Ayıntab (Gaziantep), which was then known as the mufti. The service of the Mehmed Arif Efendi son İshak Efendi Foundation was to provide financial aid to the students studying at the Kozanlı Mosque Madrasa: two cents per month from the students staying in the madrasah to those whose families were outside the city. A scholarship of 1 kuruş per month for those in Antep... This was the understanding that formed the backbone of our education system in history: Fortunately, we have foundations that continue this tradition today and aim to provide scholarships to students...

◦ Keeping the students who are capable of reading under full protection was an understanding established by Nizamülmülk, the vizier of the Great Seljuk Empire, within our historical tradition. Great importance was attached to the fact that the readers would not encounter any financial and moral difficulties and that they would be promoted in society.

Kozanizade Foundation was famous in another way. It was known as the “Foundation that gives students shoe money” and was called by this name. In fact, the Foundation was giving 5 kuruş shoe and upper head money to students who chose not to go to their villages in the summer and stay in the madrasah.
