Kozanizade Mehmed Arif Efendi's son, İshak Efendi, was a mufti of Antep at the beginning of the 19th century.

As can be understood from his nickname, he belonged to a family from Adana Kozan. Kozanlı Mosque in Gaziantep was built by him.

Kozanizade gives a special value to students who went abroad to study science, partly because he was a member of the ilmiye class; He wished to create a goodness for them that would continue after him. As a matter of fact, he achieved this goal by establishing a foundation in Ayıntab (Gaziantep), which was then known as the mufti. The service of the Mehmed Arif Efendi son İshak Efendi Foundation was to provide financial aid to the students studying at the Kozanlı Mosque madrasah: two kurus per month from the students staying in the madrasah to those whose families were outside the city. A penny scholarship a month for those in Antep... This was the understanding that formed the backbone of our education system in history: Fortunately, we have foundations that continue this tradition and aim to provide scholarships to students today...

Keeping the students who are capable of reading under full protection was an understanding placed in our historical tradition by Nizamülmülk, the vizier of the Great Seljuk Empire. Great importance was attached to the fact that the people who read were not faced with any material and moral difficulties and that they were promoted in society.

Kozanizade Foundation was also famous for another aspect. It was known as the “foundation that gives money to the students with shoes” and was called by this name. In fact, the foundation was giving 5 kuruş shoes and upper head money to students who preferred to stay in the madrasah instead of going to their villages in the summer.
